This matter comes before the court, Ternus, Cady, and Wiggins, JJ., participationg, upon the plaintiffs’ petition for writ of certiorari. Iowa R.App.P. 6.301. No response has been filed.

The petition for writ of certiorari is granted and further proceedings to enforce the district court’s November 14, 2003, decree and the December 24, 2003 amended decree are stayed. Time for further proceedings normally computed from the date of filing of the notice of appeal shall be computed from the date of filing of this order. See Iowa R. App. P. 6.303(2). The parties are directed to brief the issue of the plaintiffs’ standing to bring this certiorari action.
